Theoretical Connotation and Practical Path of the Ecological Civilization Thought of XI Jin-ping

Abstract:
The ecological civilization thought of XI Jin-ping has deep theoretical origin and realistic foundation. It contains six basic contents, i.e., harmonious natural view, green development concept, ecological livelihood concept, ecological system view, ecological rule of law and global ecological view, and has extensive implications in the new era. This thought realizes the unity of “theory guidance and “problem orientation? realizes the unity of ecological “three outlooks and realizes the unity of “national consciousness and “human feelings? with distinct characteristics. To carry out the ecological civilization thought of XI Jin-ping, we need to solve the existing outstanding environmental problems. We need to adhere to the guidance of systematic thinking. We need to carry out the new development concept, to promote the formation of green development mode and life style. We need to rely on people’s conscious actions, to rely on the system and rule of law, and to rely on global cooperation etc.

Abstract:
Since proposed at the beginning of the 21st century, the concept of “anthropocene has been attracting wide attention and heated discussions in western academic fields, including ecocriticism that focuses on the perspective of environment and nature. Western ecocritical scholars respond quickly to the concept of “anthropocene? reflecting on the geological impact of human beings, and trying to extend the scope of academic research in mainly two dimensions: time and space, specifically humans as the subject, environment as the object, and contents and approaches of research, which may continuously deepen and expand its academic horizon under the inspiration and urge of this new concept: the cultivation of sense of planet, telling of disastrous stories and the discourse of slow violence.

The Application of Fine Punishment from the Crime of Illegal Occupation of Agricultural Land: Taking the Cases of Illegally Occupying Forestland in the Inner Mongolia in 2019

Abstract:
After the large-scale revision of Amendment (? to the Criminal Law, the application of unlimited fine system is more extensive, and how to determine the amount of fine has caused a considerable debate. Based on the analysis of 348 cases of illegal occupation of forestland in the Inner Mongolia in 2019, it is found that there are many problems in these cases, such as more applications of probation, large fluctuation of the amount of fine, large discretion of judges and different sentencing standards. In view of the lack of sentencing standards and the judicial situation in which judges have different tendencies in their discretion, this paper proposes to refine the sentencing standards of unlimited fine at different levels by means of judicial interpretation and guiding cases, and to reasonably apply the probation in combination with auxiliary measures.

Establishment of Statistical Classification System for Terrestrial Wildlife Resources Assets

Abstract:
As an important part of the establishment of ecological civilization system, wildlife resources are facing the problem of overuse, thus perfecting the property right system of wildlife resources and improving the efficiency of utilization and protection of wildlife resources are an urgent problem to be solved at present, and the key to solving the problem is to evaluate the assets of wildlife resources. This paper selects the land-based wildlife as the research object, defines the concept of its resources assets, refers to the SEEA central framework and other contents, and establishes the statistical classification system of the land-based wildlife resources assets. By dividing the land-based wildlife resources assets from the field and artificial breeding, the system categories the land-based wildlife resources assets into economic assets, ecological service assets and cultural service assets from a functional point of view. Finally, through analyzing various existing evaluation methods, a preliminary evaluation method suitable for each index is proposed.
RMB Exchange Rate Pass-Through into Import Prices of China’s Logs: From the Perspective of Reforms of Exchange Rate Regimes

Abstract:
Exchange rate is a vital factor influencing trade prices of a country. Logs are important raw materials and imported products in China, and their import prices have a significant influence on the domestic timber market and forest products industry. The research on exchange rate pass-through (henceforth ERPT) into import prices of China’s logs is an important basis for exploring the fluctuation law of domestic timber market prices. Based on the monthly data from January 2004 to June 2019, considering the reforms of exchange rate regimes, this paper uses the ARDL model to calculate the ERPT into import prices of China’s logs in the long and short run. The results show that RMB exchange rate movements cause movements of log’s import prices in the opposite direction; the ERPT is incomplete in the short run and greater than 1 in the long run; two reforms of RMB exchange rate regimes have an effect on the ERPT into import prices of China’s logs, but in a slight manner. Finally, this paper puts forward some suggestions such as establishing a detection and early warning system for timber prices, strengthening the establishment of domestic timber reserve forests, and increasing the degree of decentralization of the log import market.
Influence of Spatial Agglomeration and FDI on Total Factor Productivity of Chinese Furniture Enterprises

Abstract:
Taking furniture enterprises in the database of Chinese industrial enterprises from 2005 to 2013 as samples, this paper uses ACF-OP method to measure the total factor productivity of Chinese furniture enterprises, and analyzes the influence of spatial agglomeration and foreign direct investment on it. The results show that the kernel density graphic of the total factor productivity of Chinese furniture enterprises is close to normal distribution. Spatial agglomeration is not conducive to improving the total factor productivity in furniture enterprises, which verifies Williamson’s hypothesis, while FDI is in favor of enhancing the total factor productivity of furniture enterprises. The interactive effect of spatial agglomeration and FDI significantly promotes the positive externalities of agglomeration economies and the total factor productivity of furniture enterprises. The influence of export on the total factor productivity of furniture enterprises is significantly negative, which proves the existence of “productivity paradox in furniture enterprises, while the influences of R&D innovation and enterprise age on the total factor productivity of furniture enterprises are significantly positive.
Transformation of Forestry Organizational Management Model Under Three Rights Separation: A Case Study of Xixia Village, Sha County, Fujian Province

Abstract:
The system of three rights separation is regarded as another important farmland property right system reform after the household contract responsibility system, which is of great significance to the development of forestry. Based on the analysis framework of “structure-action? this paper takes Xixia Village as an example to study the influence of the three rights separation system on the transformation of forestry organizational management model. The results show that: the defect of informal three-right separation system is the reverse incentive of the evolution of forestry organizational management model; the formal three-right separation system has an incentive and restriction effect on the evolution of forestry organizational management model through transaction costs and security psychology; at the governance level, the institutional arrangement of property rights within the organization has an incentive and restrictive effect on the evolution of the forestry organizational management model through power and power incentives, forest farmers benefits, opportunity costs and transaction costs; at the level of resources allocation, the circulation of management right has an incentive and restrictive effect on the evolution of forestry organizational management model through economic performance and operating cost. In view of the restrictive function of the three rights separation system, corresponding suggestions are put forward.
The Impact of Tourism Investment on the Economic Benefit of Rural Tourism Under the Background of Rural Revitalization

Abstract:
Under the promotion of the rural revitalization strategy, the whole society invests more and more in rural tourism, which has promoted the development of rural industry and the prosperity of farmers. Taking Zhejiang Province as an example, we selected the panel data of 569 continuous sample villages from 2014 to 2018, and studied the impact of rural tourism investment on the economic benefit of rural tourism by considering factors such as resource endowment, rural tourism infrastructure conditions, regional economic development level, etc. LM test,Ftest and Hausman test were used to identify the panel data model type, and Stata13.0 was adopted to establish the random effects model. The results show that rural tourism investment has a significantly positive effect on the total income of rural tourism operation. For every 1% increase in rural tourism investment, the total income of rural tourism operation will increase by 0.24%, suggesting that government tourism investment plays an important role in improving rural economic benefits. Finally, this paper puts forward policy suggestions on how to improve the effectiveness of tourism investment.

Temporal and Spatial Evolution of Beijing Tourist Destination Image Perception Based on UGC Analysis

Abstract:
The image of tourist destinations is an important subject in the field of tourism marketing, and the development of user generated content provides an important source of data for research on this topic. Using the travel notes texts of the five major domestic tourism social networking sites as the data source, with the help of ROST CM, Gephi and ArcGIS software, we explore the temporal and spatial evolution characteristics and influence mechanisms of the perceived image of Beijing tourist destinations. The results show that: for spatial characteristics, tourists perceive the unbalanced development of the spatial structure of Beijing scenic spots, and the central agglomeration effect is conspicuous; with regard to temporal characteristics, tourists perception of the destination mainly presents the characteristics of dynamic changes; as for evolutionary characteristics, the general tourists perceive that destination image has increased in terms of scenic clusters degree. Tourists perception of scenic spots is expanding from downtown to the outskirts, and cultural tourism has become a new trend; the major events have positive effects on the destination image, but there exists certain timeliness; tourists emotional perception of the Beijing destination image mainly presents positive emotional characteristics.
Relationship Between Place Meaning and Well-being of Tourists: A Case Study of Rural Tourism in Hebei Jieshi Mountain

Abstract:
With the continuous deepening of local theories and the extensive attention to individual well-being, the relationship between place and well-being has become an issue worthy of in-depth discussion by academic circles. How to improve the well-being of tourists in tourism and build the local significance of the destination is of great significance to the sustainable development of tourism. This article, by taking J ieshi Mountain in Changli County, Hebei Province, as an example, explores the relationship between the place meaning of tourist destinations and the well-being of tourists. Starting from the place meaning of natural ecology, historical culture, leisure and recreation, and emotional identity, this article probes into the implications for the well-being of tourists from such five perspectives as physical and mental health, environment and safety, interpersonal relationships, knowledge development and infrastructure, and builds a preliminary model of the impact of place meaning on the well-being of tourists. Through the research results, we aim at putting forward corresponding suggestions for local tourism management and development, creating and tapping place meanings, and improving the well-being of tourists.
Nature-based Solutions for Urban Climate Change Adaption: Barcelona’s Experience

Abstract:
Due to the intensified climate warming trend, adapting to it has become an important challenge for current urban development. In this context, nature-based solutions (NbS) have been proposed and used in urban planning and landscape architecture design. NbS can use nature approaches to enhance urban adaptability and disaster resilience, coordinate social and environment contradiction and promote sustainable development of cities. Nowadays, the research of NbS in foreign countries is focusing on the application, while China is still paying attentions to the theoretical interpretation, especially lacking of systematic experience analysis. Based on the NbS theory, the paper takes Barcelona as an example, summarizes the multiple benefits of NbS application in urban areas and statistics of various nature-based plans such as Barcelona climate plan and green infrastructure plan, and analyzes their implementation methods, system advantages and implementation characteristics. Through summarizing the practical experience of NbS in Barcelona, the papers aims to provide reference for the development of natural-based solutions in our cities in the future.

Current Situation and Model Selection in the Construction of National Parks Administration

Abstract:
National parks administrative agencies are grass-root level organizations which shoulder duties and responsibilities regarding state park affairs. Which setup mode to adopt is an important issue of the system construction. Now the set up of national park organizations varies in different areas, especially in the aspects of nature and level of agency, and classified management mode. This paper probes into the current situation of 10 existing pilot park organizations from the perspectives of organization establishment, authority division of local government and staffing. Our research reveals the complexity of establishing national parks administrative agencies. Through case studies on these 10 pilot agencies, we summarize their characteristics in common, categorize them into three types in terms of management, namely “government-governed type? “goal-oriented management type and “mixed management type? In our opinion, these three types could cover all considerations among the under-way pilot agencies, and could also provide mode references in terms of establishing national park administrations in the near future.
