Foresty History of ShaanxiGansuNingxia Border Region from 1937 to 1950

Abstract:
ShaanxiGansuNingxia Boarder Region (the north area of Shaanxi Province, east area of Gansu Province and some area of Ningxia Hui Autonomous Region)led by the Communist Party is the cradle of newborn China. Its government’s guiding principles and policies implemented in the different fields and its achievements and construction experience had a farreaching influence on construction of newborn China, and meanwhile brought us great meaningful lessons. In particularly,forestry of ShaanxiGansuNingxia Boarder Region was an important part of its achievements. By means of historical and empirical research,this paper investigates the evolution of forestry history(and its reasons from 1937 to 1950 in ShaanxiGansuNingxia Boarder Region, including the evolution of administrative areas and forest departments of ShaanxiGansuNingxia Border Region, the natural environment and existing forest resources, the Border Region Government’s forestry policies and regulations, the forest construction, the Nanniwan Reclamation, the agriculture and forestry education, education policy discussion, and the introduction of main forestry staff and so on.

Abstract:
The Forest Law of the People’s Republic of China is the basic legal of forest protection and construction in China. Scientific and perfect forest law is an important basis for sustainable development of forestry. The first draft of the Forest Law of the People’s Republic of China has been promulgated. It successfully absorbs the results of theoretical research and successful practical experience in recent years. However, the draft still has a number of shortcomings in legislative technique.

Abstract:
Grassland easement system is an important private law system for balancing economic,ecological and social benefits of grassland resources. Comparing systems of grassland easement in foreign countries, we find that ‘omission principle of easement in Roman law limited the exertion of easement function. It has great practical significance on safeguarding ecological benefits of grassland resources that recognizing ‘act principle being presence principle of easement, constructing internal logical structure of grassland easement by ‘affirmative easement under the framework of the Real Right Law of People’s Republic of China to impose obligation on tenant, and designing system of grassland easement to meet the purpose of ecological protection.
Mobile Feeling from Angle of Art and its Application in Landscape Design

Abstract:
Landscape design has derived the design language of art from the beginning. The modern western art has especially produced a big impact and promotion on the modern landscape design. This leads to the change of peoples aesthetic consciousness, affects the construction and development of landscape design. Consequently, landscape diversity appears. This paper explains artistic expression of mobile feeling in application of garden architecture, sculpture, painting and dance. The significance of mobile feeling in aesthetic is also illustrated. The body, space, color and material of mobile feeling factors in landscape design are analyzed to build new landscape style.

Abstract:
Based on review of related references, the basic elements of productive force under primitive civilization, agricultural civilization, and industrial civilization are compared and discussed. It points out that the problems of resources and environment brought by traditional civilization due to its using nonrenewable resources as economic input without control. The key difference of productive forces between ecological civilization and former civilizations is the change of its content. The elements of productive force under ecological civilization are the labor with advanced scientific knowledge and technology, using renewable resources as main economic input, and protecting nonrenewable resources for public interests to gain sustainable development results.
Exploration of Multi-function Forestry Developing Model in China

Abstract:
Forestry development has gone through two stages,which are timber production stage and ecological or environmental forestry stage. With the change of nature and social environment, these two stages can not accurately illustrate the regulations of forestry development. Multifunctional forestry should be established in China, which is decided by conditions of resource, industry, domestic and international environment. The multifunctional forestry should base on sustainable development, change from single function to multifunction, and develop diverse benefits. Social benefit, economic benefit and ecological benefit should be reflected in forestry development.
Logistic Modeling Analysis on Compensation for Ecosystem Servicesof Natural Commercial Forest

Abstract:
This paper analyzes the reasons that causing difficulty of farmers operating right and benefit right could not be ensured although they gained the using rights of Natural Commercial Forest from the Reform of Collective Forest Using Rights System (RCFURS) in south China recently. A policy suggestion is raised that compensation for ecological benefit can resolve the contradictions between public ecology benefit and farmers economic benefit. With a logistic regression model, the paper analyzes investigation data of demonstration area, Dagan village of Hainan Province, based on contingent valuation method. Results show that there exists the negative correlation between the probability that farmers accept the payments for ecological services (PES) according to the local standard of public welfare forest compensation and proportion of planting income to family income. The model prediction accuracy is 67.9%. Reducing farmers dependence of planting is helpful to implement the PES policy of natural commercial forest, and can protect natural forest resources and achieve sustainable development of local environment and economy.
Trade Potential of Export Areas of Wood-based Panel in China

Abstract:
With the rapid development of woodbased panel industry, the export of Chinese woodbased panel plays an important role in the world market, but faces severe trade environment at the same time. The trade potential of Chinese woodbased panel to different country or area is different. This paper chooses 50 main trade partners as the research objects, analyzes the trade potential of Chinese woodbased panel with them using gravity model. Suggestions are given to reduce the trade friction, adjust export flow, and ensure the improvement of Chinese woodbased panel export trade.
Evolutionary Game Analysis of Relationship in Forestry Cooperation Organization: a Case Study of Corporation and Forestry Cooperation Organization and Farmer Model

Abstract:
Corporation and Forestry Cooperation Organization and Farmer model is an important forestry management form after the reform of collective forest property right system. Using method of evolutionary game theory, a replication dynamic model of the cooperation relationship between corporations and farmers is constructed in this paper. Evolutionary regulation of cooperation relationship of corporations and farmers is also analyzed. Results show that the cooperation will change evolutionary paths because of the change of both sides initial cooperation desire, cooperation benefit and cooperation cost. According to the analysis results, corresponding suggestions are put forward.
Analysis on Farmers Willingness of Paying for Policy Forest Insurance and its Affecting Factors: a Case Study in Anhua County, Hunan Province

Abstract:
This paper investigates and calculates farmers willingness to pay for policy forest insurance in Anhua County, Hunan Province. Multiple linear regression model is used to verify factors which significantly impact farmers willingness of paying. Results show that family incomes, recognition degree of forest insurance, forestry mortgages, stable degree of forestry production have significant positive impact. Understandings of forest insurance and forestry mortgages application have negative impact. Based on the analysis result, this paper provides policy suggestions including stressing construction and propaganda of forest insurance law, strengthening supervision of forest insurance market, improving farmers antirisk abilities, etc.
Empirical Analysis on Influence Factors of Farmers Farmland Transfer:Based on Survey in Jinning County of Yunnan Province

Abstract:
Based on the questionnaire data from farmers in Jinning County, Yunnan Province, this paper makes a quantitative analysis of influence factors and influence degree of farmers farmland transfer behavior with the method of the Binary Logistic regressive model. Empirical results show that farm land areas, agricultural labors , annual average net income, proportion of nonagricultural income, importance of farmland in oldage security and age of household have significant effect on transfer behavior. But there exists different degree and direction among these factors. Policy suggestions are put forward, such as developing secondary and tertiary industry, promoting rural education, developing rural land circulation intermediary, stabilizing farmers land contract rights, and establishing and perfecting rural social security system.
